The 45th Ordinary Session of the African Commission on Human and Peoples’ Rights (ACHPR), was held in Banjul (Gambia) from 13 to 28 May 2009. It was preceded by the NGO Forum organized by the African Centre for Human Rights from 9 to 12 May.
FIACAT attended both events to represent the African ACATs.
Accoording to article 62 of the African Charter on Human and Peoples’ Rights, States parties to the Charter must submit every two years a report on the legislative or other measures taken to give effect to the rights and freedoms recognized and guaranteed by the Charter. The periodic report of Benin has been considered during this session.
To help prepare for the session of the ACHPR, FIACAT in partnership with ACAT Benin has drafted an alternative report to the state report. Particular emphasis was placed on conditions of detention in Benin and the abolition of the death penalty. This report was also an opportunity to monitor FIACAT’s last fact finding mission in Benin in November 2008. FIACAT was able to send updated information to the Commissioners and to press for reforms that it considers necessary and urgent, including the adoption of the draft Criminal Code and the draft Code of Criminal Procedure.
