Second European Union-Africa Summit

Open letter from FIACAT to the EU Presidency


The second EU-Africa summit will be held in Lisbon on 8 and 9 December 2007 under the Portuguese Presidency of the European Union.


On this occasion, the International Federation of ACAT (FIACAT) and 15 ACATs (Action by Christians for the Abolition of Torture)[1] associations would ask the European Union to take account of their concerns about the protection of human rights defenders, the fight against the death penalty, torture and impunity.


They specifically urge the EU to implement more systematically and tangibly the "EU Guidelines on Human Rights Defenders" which it adopted in June 2004, ensuring that they become an integral part of the foreign policy of the EU Member States.

Similarly, they wish to encourage the EU to call upon "all [African] States that still maintain the death penalty to [...] establish a moratorium on executions with a view to abolishing the death penalty", as proposed in Resolution A/C.3/62/L.29 adopted by a vote of ninety-nine countries in the Third Committee of the United Nations General Assembly on 15 November last.

FIACAT would also ask the EU to urge those African States which are not yet parties to the International Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and to its Optional Protocol to accede without further delay.

Finally, FIACAT urges the European Union to make combating impunity a priority when laying down conditions for granting European aid to African States emerging from a crisis or conflict.
