[CDH] FIACAT and ACAT Chad written statement to the Human Rights Committee

March 2009

[English] [français]

Full report in french

The International Federation of Action by Christians for the Abolition of Torture (FIACAT) and its member association in Chad, ACAT Chad, wish to bring a certain number of concerns about torture and ill treatment in Chad to the attention of the experts of the Human Rights Committee.

These concerns principally address the application of the death penalty, the impunity of torture in domestic law, and the treatment of those deprived of liberty.

On June 9, 1995, Chad ratified the International Covenant on Civil and Political Rights. Conforming to article 40 of the Covenant, its initial report was due September 9, 1996. It was submitted September 19, 2007, eleven years late.
