[CAT] FIACAT and ACAT Spain’ concerns on the situation of torture and ill-treatment in Spain

ACAT-Spain and FIACAT, an international association which has consultative status under ECOSOC, have the honor of bringing their concerns about Spain’s implementation of the Convention Against Torture and Other Cruel, Inhuman, and Degrading Treatment or Punishment to your attention in order to establish a list of questions.

The Committee Against Torture examined Spain’s fourth periodic report (CAT/C/Add.5) November 12 and 13, 2002. According to its obligations under the convention, Spain should have submitted its fifth Periodic Report November 19, 2004.

ACAT Spain wishes to emphasize the lack of implementation of certain recommendations from United Nations Treaty Bodies and Special Rapporteurs, as well as the difficulty of enforcing the prohibition of torture by state officials (in police stations, prisons, and juvenile detention centers).
